International Built Environment Consultants Limited, trading as IBEC, is a privately registered firm providing development consulting, project & construction management services to its clients, offering the highest levels of professionalism, honesty & integrity.
IBEC is a partnership between Keith Rigbye and Paul Burke, both of whom were former directors of one of the Caribbean’s most experienced companies in managing large development projects. Keith accumulated 24 years of project management experience and Paul 9 years, before launching IBEC.
IBEC’s principals, through their academic backgrounds and vast experience in property development, from conceptualization to completion, have developed skill sets that add value to projects by providing advice and management on all matters related to the built environment. This includes financial analysis, the evaluation of existing property holdings, the proposed potential of new developments, project and construction management.

Keith Rigbye
PARTNER & DIRECTORKeith Rigbye holds a Bachelor of Education Degree (B.Ed.) from Bristol University, UK and a Master of Project Management Degree (MPM) from the American Graduate University in Covina, California. Keith has also earned the Project Management Professional (PMP) designation from the Project Management Institute of the United States (PMI).
